Phobia Film Festival The second annual Phobia Film Festival held by Moberly Area Council on the Arts will be held on Friday, September 26th and Saturday, September 27th in Moberly, Missouri. Tickets are $20 for a VIP Festival Pass, Friday Festival ONLY = $5, Saturday Festival ONLY = $10, both days of the festival = $12. This event will be held on 4th Street in Moberly, Missouri at the 4th Street Theatre (left) and Little Dixie Regional Libraries(right). Both facilities are within walking distance from each other.
